Profile of a PEPPOL Authority

The objective of this section is to provide a high-level understanding of the type of organisations eligible to become PEPPOL Authorities, their main responsibilities, activities and resources required in carrying out this role.

 

Overview

PEPPOL Authorities (PAs) are government entities with a responsibility to facilitate e-procurement, and e-government at regional or national levels within Europe (EEA). The role of the PA is important as they serve as “trust anchors” on behalf of the PEPPOL Coordinating Authority (OpenPEPPOL AISBL) in the domain/territory they have declared as being within their responsibility in the PEPPOL Authority Agreement. In domains/territories not covered by a PEPPOL Authority, OpenPEPPOL AISBL assumes the role of the PEPPOL Authority directly.

The typical PEPPOL Authority (PA) will have responsibility in its territory for public sector e-Procurement governance, standardisation and implementation. These organisations are backed by their governments and have the commitment and financial support to ensure the long-term vision of the PEPPOL network, on a non-competitive and transparent basis.

The current PEPPOL Authorities have the following organisational status:

  • In Sweden, ESV is a central administrative agency under the Ministry of Finance, who was made the PEPPOL Authority following a Swedish Cabinet decision.
  • In Norway, Difi is the Agency for Public Management and eGovernment that has been empowered by the Ministry of Government Administration and Reform to become the PEPPOL Authority.
  • In Denmark, DIGST (Danish Agency for Digitisation) received the mandate to be the PEPPOL Authority as the Public Government Agency under the Ministry of Finance.
  • In the Netherlands, the Simplerinvoicing Foundation is sponsored by the Dutch Ministry of Economic Affairs and supporting a group of 14 leading Dutch and Finnish e-Invoicing and accounting providers.

Responsibilities

The PEPPOL Authorities are responsible for signing the PEPPOL Access Point (AP) and Service Metadata Publisher (SMP) provider agreements with service providers within their territory and to ensure that AP/SMP providers comply with the PEPPOL Transport Infrastructure Agreements (TIA), protecting the trustworthiness of the PEPPOL Transport Infrastructure, its model and operations.

As the Coordinating Authority, OpenPEPPOL issues PKI certificates to enable Access Point and SMP providers to access the PEPPOL network. If an AP/SMP provider fails to meet the conditions, their certificate issued by OpenPEPPOL as the Coordinating Authority, can be revoked. The criterion for granting AP and SMP certificates are stated in the TIA.

PEPPOL Authorities (PA) establish procedures to monitor and control the service provider on-boarding process. This activity involves ensuring that the necessary tests according to the terms of the PEPPOL Transport Infrastructure Agreements have been executed.

PAs are also responsible for monitoring and follow up the performance of the AP/SMP providers in areas such as:

• Service Level Agreement compliance.
• Reporting of any disturbances in availability and/or performance of the AP/SMP service to the PEPPOL Authority and its customers.

PEPPOL Authorities are responsible to ensure that all their AP and SMP providers join OpenPEPPOL (mandatory requirement).

PEPPOL Authorities need to report to OpenPEPPOL, on a monthly basis, aggregated data regarding adoption statistics.

 

General Activities

Operational

1- Provision of ad hoc support to AP/SMP providers:

a. Provide guidelines and routines for compliance with PEPPOL specifications and self assessment
b. Organize “PEPPOL communities” and meet with AP/SMP providers on a regular basis.

2- Take on responsibilities for tasks in OpenPEPPOL Coordinating Communities (CC):

a. PAs are eligible as Coordinating Community leaders, and as such provide staff at a 50-100% basis to coordinate and lead the work in the Coordinating Community.
b. PAs are expected to contribute significantly in working groups established under the CCs and/or the Management Committee.

Promotion

Hosting information events and workshops on a regular basis, as well as meetings with organizations interested in PEPPOL

Communicating with relevant vertical market organizations to ensure that that the PEPPOL network’s benefits are well-known and that the relevant stakeholders are kept updated on the progress of PEPPOL developments

Recruiting AP/SMP providers and end users of PEPPOL enabled solutions as PEPPOL users and OpenPEPPOL members.

Providing information and visibility on national government websites about AP and SMP providers, fostering competition.

 

Resources

All PEPPOL Authorities are required to be OpenPEPPOL members and pay the annual fee, currently set at 10.000 euro.

Personnel

Based on current experience, an average of two full-time employees is expected to support the activities and responsibilities listed above.

Technical Expertise required: IT network infrastructure and security, data formats and exchange practices.
