Consortium Members

ANCP-NAPP is a state-owned company created on the 19th of February 2007 by Decree Law 37/2007. Its legal statute is regulated by Decree Law 558/99 of 17th December and Decree Law 300/2007 of 23rd August.

Its establishment was the result of the Restructuring Program of the State‚Äôs Central Administration (PRACE), approved by the Resolution of the Council of Ministers 39/2006 of 21st April. ANCP-NAPP inherited part of the roles and responsibilities of the extinguished Direcção-Geral do Património (DGP), namely in the field of public procurement and the state fleet management. Most of the strategic goals set for the reform of the Public Administration, including the need to guarantee the best value for tax payer‚ Äôs money, are at the core of ANCP-NAPP‚Äôs agenda.

The National System for Public Procurement (NSPP), under the supervision of ANCP-NAPP, encompasses various Ministerial Purchasing Units (MPU) and network structures that work closely with public entities inside the ministries, all of which are geared towards a common goal: guaranteeing more stringency, transparency and competitiveness and contributing towards the rationalization of costs and the reduction of bureaucracy in public procurement.

ANCP-NAPP is involved in the eCatalogue Work Package of the PEPPOL project.
